The National Human Rights Commission (NHRC) has taken suo motu cognizance of the alleged misuse of its name and logo by certain non-governmental organizations (NGOs) across the country. The Commission has expressed serious concern over the continued registration and operation of organizations using misleading names closely resembling that of the statutory body.
During the examination of complaints related to human rights violations, the Commission discovered that several NGOs had registered themselves under names similar to the National Human Rights Commission, potentially creating confusion among the public.
Misleading NGO Registered as “National Human Rights Council (NHRC)”
Recently, the Commission came across an NGO registered as the “National Human Rights Council (NHRC)” reportedly registered with the Delhi Government in 2022. Promotional materials of the organization allegedly claimed affiliations such as being registered with NITI Aayog, the Ministry of Corporate Affairs, the Ministry of Social Justice and Empowerment, and an association with the Andhra Pradesh Human Rights Council Union.
A visiting card of an individual associated with the organization reportedly mentioned the designation “Venkatesh, State President, Karnataka.”
Considering the seriousness of the matter, the NHRC observed that the use of such a name and designations like “President” is misleading and may create the impression that these entities are either part of or officially authorized by the Commission.
Risk of Public Misinformation and Financial Misuse
The Commission stated that such misleading nomenclature could erode public trust, lead to misuse of mandate, potential misappropriation of funds, and create confusion for public authorities in distinguishing between a statutory body like NHRC and private NGOs.
The NHRC noted that despite previously raising concerns through various forums and directing authorities to take action against misuse of its name and logo, violations continue to surface.
Notices Issued to All States and UTs
The Commission has now directed all Chief Secretaries and Directors General of Police (DGPs) of States and Union Territories to identify NGOs or individuals misusing the name “National Human Rights Commission” or similar deceptive names.
Authorities have been instructed to initiate necessary legal action within two weeks, including cancellation of registrations obtained in violation of applicable rules. Registration authorities have also been advised to exercise greater vigilance and take appropriate steps against violators.
Reports Sought from Karnataka and Delhi
In the specific case of the NGO registered as “National Human Rights Council (NHRC),” the Commission has sought reports within two weeks from:

=> The Chief Secretary and Police Commissioner, Delhi
The reports must detail the action taken against the organization, which is reportedly operating an office in Karnataka while being registered in Delhi.
The NHRC reiterated its commitment to safeguarding the integrity of its mandate and preventing any misuse of its name, logo, or authority.
